Adjacent to the central square in the town of Naranjito, about an hour southwest of San Juan, El Cerro is a community that was initially founded by workers of a now defunct coffee plantation; more recently, it has developed a reputation as an area of high crime and prevalent drug use and trafficking. In his ongoing project El Cerro (the Hillside), Chemi Rosado-Seijo has implemented an extensive plan for painting the houses within the community a variety of colors to match the surrounding mountains; in doing so, he has altered the area both cosmetically and socially.
